Thomas Partey and Kieran Tierney were both required to abdicate their obligations abroad.
Takehiro Tomiyasu also left early after representing Japan against the United States to return to London Colney.
Oleksandr Zinchenko's calf injury prevented him from traveling to represent Ukraine.
But, according to Football London, all four players are close to returning and could be involved against Spurs.
Tierney was released as a precautionary measure after suffering concussion against Ireland, but Arsenal have received positive news that he should be okay to play.
The other trio of Tomiyasu, Zinchenko, and Partey are still being assessed by Arsenal’s medical team. But they remain hopeful they will be passed fit to make Saturday’s matchday squad.
Captain Martin Odegaard missed Arsenal’s last match against Brentford with a calf problem, but played in both of Norway’s Nations League fixtures against Slovenia and Serbia.
