The plan allegedly involved an Israeli businessman with connections to Turkey. Iranian operatives reportedly used intermediaries—Andrei Farouk Aslan and Guneid Aslan—who introduced the businessman to Iranian agents. These intermediaries, both of Turkish origin, facilitated meetings in Samandag in May, where the businessman demanded $1 million to proceed with the assassination plot. He was allegedly paid 5,000 euros and received training in Iran.

As part of his mission, the businessman was instructed to film Israeli sites for intelligence and surveillance purposes and intimidate other Israelis approached by Iran. Additionally, he was asked to recruit Russians and Americans who could carry out targeted killings against individuals opposing the Iranian regime.
