Although a deal has not yet been finalized, according to The Athletic, Chelsea is anticipated to pay a loan fee of £9.68 million (€11 million), which is less than what Atletico initially requested.
Although Manchester United and Arsenal have been mentioned in connection with Felix, he prefers the Chelsea project.
Chelsea are eager to revitalise their attack, with Potter's side having struggled in that department.
Felix, 23, has struggled for consistency at Atletico this season; he has scored four goals and provided three assists in 14 La Liga appearances.
In 2019, Felix joined Atletico from Benfica for £113 million, which remains the fourth highest transfer fee in football history.
