City advanced to the last four following a hard-fought 1-1 draw at the Allianz Arena, with a 4-1 aggregate win.
Pep Guardiola’s men continue their quest to win the treble this year, with Sheffield United up next in the FA Cup semi-final at Wembley on Saturday.
The Premier League champions will then welcome Arsenal to the Etihad next Wednesday in what has been billed as the title decider.
Wenger told beIN Sport: “Like Guardiola said tonight, City is tired.
“I felt really they finished tired in the last 10 or 15 minutes (against Bayern), and maybe Arsenal can take advantage of that because Arsenal plays nothing else but the championship, and they play on Friday night after they have had five days to prepare for this game.
Physically, they could have an advantage and surprise City; that’s what I hope, of course, but let’s see.”
